The honest answer is that anybody who quotes a firm number without seeing the job is either guessing or planning to change it later. But you can understand what drives the price, and that is enough to compare bids properly.

What actually drives cost

Access. This is the big one and the one homeowners never expect. The same outlet costs very different amounts depending on whether there is attic access above it, a crawlspace below it, or nothing but two floors of finished plaster in between.

Panel condition and capacity. If the work needs a new circuit and the panel is full, the price of the job now includes a sub panel or a service upgrade.

What has to be brought current. When you touch certain systems, code requires bringing related items up to current standards — grounding, AFCI protection, box fill. This is not padding, it is what inspection requires.

Permit and inspection. Service work and new circuits generally require them. A bid that skips permits is cheaper because it is leaving something out, and it will show up on your disclosure when you sell.

Timing. Nights, weekends and holidays cost more everywhere. What matters is that you are told the number before the work, not after.

Flat rate versus hourly

With hourly billing, the risk of the job taking longer sits entirely with you. If a fault takes three hours to trace instead of one, you pay for three. With flat rate, you approve a number before work starts and that number does not move because the job was harder than expected. How to compare three quotes fairly

1. Check the scope, not the number. One bid including a permit, a panel upgrade and grounding correction is not comparable to one that skips all three.
2. Ask what happens if it takes longer than expected.
3. Ask whether drywall patching is included.
4. Ask who pulls the permit and schedules the inspection.
5. Ask what is specifically excluded. That answer tells you the most.

Ways to spend less

Bundle small jobs into one visit rather than paying for several trips. Schedule during normal hours where the work is not urgent. Do electrical work while walls are already open during a remodel. And handle a needed panel upgrade at the same time as the circuits that depend on it, rather than paying to mobilize twice.
